IT-Wallet: Driving Licence, Health Insurance Card and European Disability Card now available offline

IO, the national digital services app, continues to evolve as the first Italian digital wallet solution within the IT-Wallet System. The Department for Digital Transformation of the Presidency of the Council of Ministers, in collaboration with PagoPA S.p.A. and the Istituto Poligrafico e Zecca dello Stato (IPZS - the Italian State Printing Works and Mint), announces the introduction of a new feature designed to improve the user experience: by updating the IO app to the latest version, citizens will be able to access their digital documents stored in the Wallet section even without an internet connection.

This innovation was introduced to ensure reliable and continuous access to essential credentials, certificates, or attestations, especially in situations with limited or no connectivity. A function designed to guarantee access to essential services even in critical or unforeseen situations.

“From today, all citizens will be able to access their digital documents even without a network connection, simply by updating IO, the app for public services. This result is the outcome of a coordinated effort between the Department for Digital Transformation, PagoPA, and the State Printing Works and Mint, and we are responding to the concrete needs of over 5 million users who have already activated nearly 9 million documents using the first release of the IT-Wallet. This innovation is a stepping stone to an effective Italian digital wallet, bringing us closer to the full implementation of the IT-Wallet System,” said Alessio Butti, Undersecretary of State for Technological Innovation.

How offline access to digital documents works

In the event of no network connection - whether due to lack of signal, slow connectivity, or infrastructure issues - the IO app detects the offline status of the device and activates a limited version. This enables users to access their digital wallet via biometric authentication or PIN code, without the need for an active session (i.e., even if the app hasn’t been used for a while).

When the Wallet section with previously added documents (Driving Licence, Health Insurance Card and/or European Disability Card) is opened, a banner informs the user of the lack of connection, and clarifies that the validity is verified based on the last time the app was online. This ensures that document details can always be accessed safely on the app, even in areas without connectivity or with an unstable network, such as public transport, rural areas, or emergency situations.

For example, the update enables users to quickly retrieve and present their digital Driving Licence during a road check by law enforcement in a tunnel or on a mountain road, thanks to an in-app experience designed to be streamlined and consistent even without internet.

Once the connection is restored, a banner informs the user that the device is back online and invites them to restart IO to access all features available.

The “Documenti su IO” feature in numbers

As of 3 June 2025, the “Documenti su IO” feature shows growing adoption, with over 5.3 million individual active users since the release of the feature on 4 December 2024.

Overall, 8.9 million digital documents have been activated in the app’s Wallet, showing an increasingly widespread adoption among citizens. Of them, 4.6 million are digital Health Insurance Cards, followed by 4.2 million digital Driving Licences. The use of Disability Cards is also increasing, with over 100,000 cards digitised.
